赵晓:独立经济学家赵晓：楼市宽松政策或进一步“发酵”

时下的房地产政策进入宽松期。对此，独立经济学家赵晓在接受媒体采访时指出，政策背后的实质还是通过房地产调控政策的放松来鼓励民众买房，从而稳定住房消费。

赵晓分析，松绑调控的目的有两个：一是在房地产市场相对低迷的情形下，将行政性调控手段回归到市场化运行；二是政府希望以“稳楼市”来“稳增长”。

“稳增长”才能“稳就业”，这自不必说。但还有更重要的，那就是，当前摆在中国经济面前的现实问题是必须赶在人口老龄化到来之前跨越“中等收入陷阱”。具体目标就是要保持6%到7%的经济增长，为中国经济结构转型和全面深化改革赢取时间和空间。

赵晓认为，总体来看，今年楼市的宽松政策主要还是由鼓励一套房刚需拓展到二套改善型需求，无论是房贷政策还是税收政策的调整，都是为改善型需求提供最大的便利，坚持“稳定住房消费需求”的大方向还没有改变。但是，这并不代表鼓励投资性住房需求的事情不能做，具体做不做，要视经济未来的走势而定，如果未来2到3个月中国经济的宏观层面继续承压，则楼市宽松政策将会进一步“发酵”。
